CIPL ตั้งชื่อรางวัล “Suwilai Premsrirat Award”เพื่อเป็นเกียรติแด่ ศาสตราจารย์เกียรติคุณ ดร.สุวิไล เปรมศรีรัตน์ สำหรับผู้ที่มีผลงานวิจัยดีเด่นด้านภาษาในภาวะวิกฤตในการประชุมนานาชาติ International Congress of Linguistes – ICL ประจำปี 2024
เมื่อเร็ว ๆ นี้ คณะกรรมการ Comité International Permanent des Linguistes/Permanent International Committee of Linguists (CIPL) ได้ตั้งชื่อรางวัล “Suwilai Premsrirat Award” สำหรับผู้ที่มีผลงานวิจัยดีเด่นด้านภาษาในภาวะวิกฤตในปี 2024 เพื่อเป็นเกียรติแด่ ศาสตราจารย์เกียรติคุณ ดร.สุวิไล เปรมศรีรัตน์ ซึ่งเป็นบุคคลแรกที่ได้รับ “รางวัลชนะเลิศด้านการปฏิบัติการภาษาในภาวะวิกฤต – Endangered Language Award 2008 จาก Comité International Permanent des Linguistes”
Comité International Permanent des Linguistes/Permanent International Committee of Linguists (CIPL) เป็นองค์กรที่ส่งเสริมการศึกษาวิจัยด้านภาษาศาสตร์และสนับสนุนให้เกิดความร่วมมือระหว่างนักภาษาศาสตร์ทั่วโลก อีกทั้งยังเป็นองค์กรที่ให้ความสำคัญต่อการศึกษาวิจัยภาษาที่อยู่ในภาวะใกล้สูญมาโดยตลอด CIPL ก่อตั้งขึ้นในปี 1928 ระหว่างการประชุมนานาชาติครั้งแรกของนักภาษาศาสตร์ (International Congress of Linguistes – ICL) โดย CIPL ได้จัดการประชุมนานาชาติขึ้นทุก ๆ 5 ปี และในปีนี้ การประชุมนานาชาติครั้งที่ 21 จะจัดขึ้นที่ มหาวิทยาลัย Adam Mickiewicz เมือง Poznań ประเทศโปแลนด์ ในระหว่างวันที่ 8-14 กันยายน 2567 โดยจะมอบรางวัลจำนวน 3 รางวัล รวมทั้ง Suwilai Premsrirat Award เป็นครั้งแรกด้วยในระหว่างการประชุมนี้
ศาสตราจารย์เกียรติคุณ ดร.สุวิไล เปรมศรีรัตน์ เป็นนักภาษาศาสตร์ ที่มีบทบาทสำคัญต่อการศึกษาวิจัยภาษาศาสตร์ของเอเชียตะวันออกเฉียงใต้ และมีผลงานด้านการศึกษาและฟื้นฟูภาษาในภาวะวิกฤตที่โดดเด่น โดยได้ประยุกต์ใช้ความรู้จากภาษาศาสตร์และบูรณาการร่วมกับความรู้ในศาสตร์อื่น ๆ ที่จะนำมาแก้ไขปัญหาและพัฒนาสังคม
ผลงานสร้างสรรค์ที่มีความสำคัญและเป็นประโยชน์ต่อการศึกษา วิจัย ในศาสตร์ต่าง ๆ และองค์ความรู้โดยรวมของประเทศ ที่เกี่ยวข้องกับภาษาและกลุ่มชาติพันธุ์ ได้แก่
- Thesaurus and Dictionary Series of Khmu dialects in Southeast Asia พจนานุกรมภาษาขมุ-ไทย-อังกฤษ และชุดศัพทานุกรมภาษาขมุในเอเชียอาคเนย์, ไทย, เวียดนาม, จีน และลาว
- แผนที่ภาษาและวัฒนธรรมของกลุ่มชาติพันธุ์ต่าง ๆ ในประเทศไทย (Langrevival Map) ฐานข้อมูลจำนวนประชากรและชุมชนผู้พูดภาษากลุ่มชาติพันธุ์
- มหิดลโมเดล (Mahidol Model) แนวทางการฟื้นฟูและพัฒนาภาษาของกลุ่มชาติพันธุ์ที่อยู่ในภาวะวิกฤต ซึ่งสนับสนุนให้นักวิจัยชุมชนกลุ่มชาติพันธุ์กว่า 25 กลุ่มทั่วทุกภูมิภาคและกลุ่มภาษา ให้สามารถฟื้นฟูและบันทึกภาษาพูดของตนเองได้ โดยสร้างระบบเขียนกลุ่มชาติพันธุ์โดยใช้อักษรไทย ให้เป็นเครื่องมือในการบันทึกภูมิปัญญาท้องถิ่น ที่จะนำไปสู่การพัฒนาและธำรงรักษาภาษาและวัฒนธรรมอย่างยั่งยืน
- การศึกษาแบบทวิ-พหุภาษาสำหรับเยาวชนจังหวัดชายแดนภาคใต้ (MTB-MLE) เป็นแนวทางการจัดการศึกษาโดยใช้ภาษาแม่เป็นฐาน และเชื่อมโยงสู่ภาษาไทย และภาษาอื่น ๆ ซึ่งช่วยสร้างผลสัมฤทธิ์ทางการศึกษาสำหรับเยาวชนกลุ่มชาติพันธุ์ให้ดีขึ้น นำไปสู่การพัฒนาหลักสูตรฝึกประสบการณ์วิชาชีพครูทวิ-พหุภาษา มหาวิทยาลัยราชภัฎยะลา และได้รับรางวัลระดับชาติจาก สกว. และวช. รวมทั้งรางวัล King Sejong Literacy Prize 2016 เป็นนวัตกรรมการรู้หนังสือมอบโดย UNESCO
- นโยบายภาษาแห่งชาติ (National Language Policy) โดยร่วมผลักดัน นโยบายภาษาท้องถิ่น ทั้งภาษาตระกูลไทและภาษาตระกูลอื่น ๆ ให้เป็น 1 ใน 6 ของนโยบายหลัก

The Comité International Permanent des Linguistes/Permanent International Committee of Linguists (CIPL) has named their Endangered Languages Award for 2024 in honor of the late Professor Emeritus Dr. Suwilai Premsrirat
CIPL was founded in 1928 during the first International Congress of Linguists (ICL), which took place in The Hague. Each five years CIPL organises ICL in close collaboration with national committees of linguistic research.
During the 14th CIPL in Berlin (1987), scholars agreed on the necessity to focus attention on languages at risk of becoming extinct. The CIPL Endangered Languages Award was established in 2008, with Prof. Dr. Suwilai Premsrirat as the first recipient. Subsequent recipients were Dr. Eladio (B’alam) Mateo Toledo (Mexico) and Dr. Kemmonye C. Monaka (Botswana).
Prof. Dr. Suwilai Premsrirat (PhD, Monash University), a longtime faculty member at Mahidol University in Bangkok, Thailand, was a major figure in Southeast Asian languages and linguistics. She was the founding director of the Resource Center for Documentation, Revitalization and Maintenance of Endangered Languages and Cultures at the Research Institute for Languages and Cultures of Asia (RILCA), Mahidol University. Her major publications include the five-volume Dictionary and Thesaurus of the Khmu Language in Thailand, Laos, Vietnam and China, the Ethnolinguistic Maps of Thailand and many other publications.
Under her direction, Mahidol University graduate students and staff facilitated language revitalization and education programs in 25 ethnic minority languages. From 2006-2018 she directed the Patani Malay-Thai Bi/Multilingual Education Project in Thailand’s restive deep south, which received the UNESCO King Sejong Literacy Prize in 2016. She served as vice-chair of the Royal Institute of Thailand’s Committee to Draft the National Language Policy (2006-2013) and was a founding member of the Asia-Pacific Multilingual Education Working Group (co-chaired by the UNESCO Bangkok and UNICEF East Asia and Pacific Regional Offices).
