พิธีปิดหลักสูตรพัฒนาศักยภาพบุคลากรด้านระบบสุขภาพระดับภูมิภาค โดย RILCA ร่วม TICA–JICA
รองศาสตราจารย์ ดร.นันทิยา ดวงภุมเมศ ผู้อำนวยการสถาบันวิจัยภาษาและวัฒนธรรมเอเชีย และ Ms. Komahashi Rie ตำแหน่ง Senior Representative จากองค์การความร่วมมือระหว่างประเทศแห่งญี่ปุ่น (Japan International Cooperation Agency: JICA) ร่วมเป็นประธานกล่าวปิดและมอบประกาศนียบัตรแก่ผู้เข้าร่วมหลักสูตร “Reorientation Primary Health Care for Strengthening Border Health Systems in the Pursuit of Universal Health Coverage for Low-Middle Income Countries” ในวันที่ 6 กุมภาพันธ์ 2569 ณ ห้องพฤฒปัญญา ชั้น 1 สถาบันวิจัยภาษาและวัฒนธรรมเอเชีย โอกาสนี้ ได้รับเกียรติจาก คุณสิวลี วงศ์ขันตี เจ้าหน้าที่บริหารจัดการหลักสูตรฝึกอบรม จากกรมความร่วมมือระหว่างประเทศ (Thailand International Cooperation Agency: TICA) เข้าร่วมพิธีและร่วมมอบประกาศนียบัตรในครั้งนี้ด้วย
ภายในงานผู้เข้าร่วมหลักสูตรได้ร่วมสรุปบทเรียนและแลกเปลี่ยนประสบการณ์จากการเรียนรู้ทั้งภาคทฤษฎีและการศึกษาดูงานภาคสนาม โดยเฉพาะการทำความเข้าใจโครงสร้างและกลไกของระบบหลักประกันสุขภาพถ้วนหน้าของประเทศไทยในบริบทพื้นที่ชายแดน ซึ่งมีความท้าทายจากการเคลื่อนย้ายประชากร ความหลากหลายทางวัฒนธรรม และการเข้าถึงบริการสุขภาพของกลุ่มเปราะบาง ตลอดจนสะท้อนข้อค้นพบและข้อเสนอแนะจากกระบวนการเรียนรู้ เพื่อนำไปประยุกต์ใช้ในการพัฒนานโยบาย แนวทางการบริหารจัดการ และการเสริมสร้างความร่วมมือด้านระบบสุขภาพในบริบทของแต่ละประเทศ อันจะนำไปสู่การเสริมสร้างความเข้มแข็งของระบบสุขภาพและการขับเคลื่อนหลักประกันสุขภาพถ้วนหน้าอย่างยั่งยืน
นอกจากนี้ รองศาสตราจารย์ ดร.มธุรส ทิพยมงคลกุล หัวหน้าโครงการฯ ได้กล่าวสรุปภาพรวมและผลลัพธ์ของการดำเนินหลักสูตร พร้อมเน้นย้ำความสำคัญของการแลกเปลี่ยนเรียนรู้ระหว่างประเทศในการรับมือกับความท้าทายด้านสุขภาพในพื้นที่ชายแดน
หลักสูตร “Reorientation Primary Health Care for Strengthening Border Health Systems in the Pursuit of Universal Health Coverage for Low-Middle Income Countries” เป็นความร่วมมือระหว่างสถาบันวิจัยภาษาและวัฒนธรรมเอเชีย (RILCA) กรมความร่วมมือระหว่างประเทศ (TICA) และองค์การความร่วมมือระหว่างประเทศแห่งญี่ปุ่น (JICA) ซึ่งสะท้อนบทบาทของประเทศไทยในฐานะศูนย์กลางการเรียนรู้ด้านการพัฒนาระบบสุขภาพและหลักประกันสุขภาพถ้วนหน้าในระดับนานาชาติอย่างชัดเจน
RILCA, in collaboration with TICA and JICA, concludes a regional capacity-building program on health systems
Assoc. Prof. Dr. Nuntiya Doungphummes, Director of the Research Institute for Languages and Cultures of Asia (RILCA), and Ms. Komahashi Rie, Senior Representative of the Thailand International Cooperation Agency (TICA), jointly presided over the closing ceremony and presented certificates to participants of the training course “Reorientation Primary Health Care for Strengthening Border Health Systems in the Pursuit of Universal Health Coverage for Low-Middle Income Countries” on 6 February 2026 at the Research Institute for Languages and Cultures of Asia, with the participation of Ms. Siwalee Wongkhantee, Training Course Management Officer from the Japan International Cooperation Agency (JICA).
Participants shared lessons learned and exchanged experiences from both theoretical sessions and field visits, with a focus on Thailand’s universal health coverage system in border contexts, where challenges include population mobility, cultural diversity, and access to health services for vulnerable groups. The outcomes will inform policy development, management approaches, and strengthened health systems collaboration in participating countries, contributing to the sustainable advancement of universal health coverage.
